That's awesome lol.
If it is road registered then you can legally drive it, but if it isn't legal then you will get stickered if you get pulled over. With twin carbs coming out the bonnet, chances are you are going to get pulled over lol. If it has permits then it is legal.

So its registered but not completely road legal? So is every other car in this club, mate. I'm tucking all four tires under the guard, 2 of which are bald. Just as one example. I'd drive it and try to avoid cops, if you do get stickered, then it's time to worry about it.
What car is it anyway, mate? Sounds nice!!

u cant expect an answer when u barely say anything about it. ie what car, its other mods etc
are u saying someone has taken a grinder n chopped 2 holes in the bonnet so the filters are sticking out?
if ur already worried about it being illegal etc probably not a good idea to buy it
or join the club, 90% of jap cars are not street legal

I posted it first!!
I'm a mechanic, and 95% of the cars I work on are illegal in some way... Whether it's an oil leak, cracked windscreen, no H-pattern on the gear knob, whatever.

no H-pattern on the gear knob, whatever.
Is that illegal? Surely not, my Vectra didn't have it from factory... Stupid anyway lol, if you need to look at that to know what gear you're in then you shouldn't have your license...

Yup, it needs a box pattern. If it's not on the knob, there has to be a sticker within 30cm of the shifter.
If the carbs are hanging out, you have to ensure that the bonnet bracing has been crimped and welded at the cut.
Next you have to have it engineered for collision properties.
Then there's the matter of the carbs bulging out of the bonnet. They will be deemed a pedestrian hazard similar to that of bonnet pins. It's fucked I know but that's the rules the fuckheads make up. You're screwed dude.
Do what we all do, keep a legal setup somewhere that you can swap out when you're defected, then just swap them back after it's cleared.

Always remember that I have taken more out of alcohol than alcohol has taken out of me. An alcoholic is someone you don't like who drinks as much as you do. Don't drink and drive, you might hit a bump and spill your drink. You're not drunk if you can lie on the floor without holding on. Stay busy, get plenty of exercise, and don't drink too much. Then again, don't drink too little. Time is never wasted when you're wasted all the time. One reason I don't drink is that I want to know when I am having a good time. A meal without wine is like a day without sunshine, except that on a day without sunshine you can still get drunk. I stopped drinking, but only when I sleep. This is one of the disadvantages of wine: it makes a man mistake words for thought. Cigarettes and coffee: an alcoholic's best friend !!!! When I read about the evils of drinking, I gave up reading. I hate to advocate drugs, alcohol, violence, or insanity to anyone, but they always worked for me. The consumption of alcohol may cause pregnancy. A man who exposes himself when he is intoxicated, has not the art of getting drunk. A bartender is just a pharmacist with a limited inventory. I drink to forget I drink. Alcohol is necessary for a man so that he can have a good opinion of himself, undisturbed be the facts. Once, during Prohibition, I was forced to live for days on nothing but food and water. The whole world is about three drinks behind. I love cooking with wine. Sometimes I even put it in the food.
