It's like any car you buy. The onus is on the purchaser to ensure that what they are buying conforms to standards. It's the same thing if you buy an encumbered vehicle. Ignorance won't help you get it back, you still have to bend over and grab your ankles because complaining that you didn't know is a pathetic defense. If you buy a car with a gutted cat, then you should have had it inspected first.
